Outage or blackout if you mean a power failure that covers a large area. You can also cut the power to an individual electrical item if you disconnect it from its power source, or interrupt a circuit. Which situation did you have in mind?

What sort of Engliish is this? Is this person incapable of writing complete words? I appreciate that they may be texting while using a mobile phone. But should you be encouraging them by answering.
