When you hear "man on the moon", it refers to an astronaut. Looking at old astronomy texts or videos of prediction relating to space, you will see that there were hopes of putting "a man on the moon" or a race to be the first to put a man on the moon.

"Man on the moon" is an expression yes, but not "THE man on the moon"--that does not exist.
