When someone is on the phone, I should say who I am speaking to or with?
who I am speaking to/with?
I would say it is better to say 'with', unless you are not giving the other person much of a chance to speak
American English allows either 'speak with' or 'speak to'.
British English discourages 'speak with', though it's widely used.
I'm a native Brit, and use 'speak with' wherever possible, despite it being frowned upon by traditionalists. I find it gives a greater impression of a 'conversation' [with] rather than a 'lecture' [to].
