i was walking by a middle school and someone who came out of it said that..
can you only say this to person older than you????????

Usually you say it to someone who is younger than you.

or if you jocking !! like to say " hey kids " !

It's usually to someone younger, but, if addressed to someone older, it's a pejorative.

then the younger one who called me kid was being pejorative to me??????????????????????????????/

He could have meant it like "Here's lookin' at you, kid"
where it is not a literal reference to age or status--it's friendly endearment
