someone younger than me called me "what are you looking at, kid"
i was walking by a middle school and someone who came out of it said that..
can you only say this to person older than you????????

Usually you say it to someone who is younger than you.

It's usually to someone younger, but, if addressed to someone older, it's a pejorative.

He could have meant it like "Here's lookin' at you, kid"
where it is not a literal reference to age or status--it's friendly endearment

That usage is used with extreme rarity, though; usually in reference to Casablanca.
