This is possibly because the past participle is used with the verb "be" to form the passive voice in English.
be + past participle = passive voice
Examples:
The work "is finished"

Where several languages use both "be" and "have" to form their past and present perfect tenses (Ich bin gekommen, je suis venu; ich habe gemacht, j'ai fait, etc.) English only uses "have"+past participle. Except in archaic usages, it is safe to assume that the structure "be"+past participle puts the sentence in the passive voice.
