Is there any more context than that? That sentence doesn't make much sense to me.

That's not even remotely grammatical English. I've never heard anyone say that. Nor can I tell from that bad wording if dinner is halfway prepared or halfway through being eaten, which would be my two guesses as to what he's trying to get at.
