It refers to a totalitarian government. The term comes from the novel "1984".
"Big Brother" was always watching you in "1984" -- not only did the government control all aspects of life, but it used constant and intrusive surveillance to keep tabs on all of its citizenry. Of course, it said that this was all for your own good, and tried to pass itself off as utterly benign, with the best of intentions (as the name might imply). So that is also a feature of anything known as "Big Brother", as when the British complain about all those closed-circuit cameras enforcing good behavior in the UK -- tehy tend ot call it "Big Brother".

Even in antimoon they can read your ip, so the big brother can reach you over the internet, if you open your mail box it's controlled everyone can read your messages. Yes, they provide personal information. No they collect personal information. Big brother is everywhere.Especially on web.
