Is it because it should be "This time I'll tell it all"? Is the original version really odd? I think it is, but sometimes I get a bit confused with this stuff.

If the question was for me, I guess at least two sentences I picked use the phrase “to tell it all” in the same context as Tom's: a context of confession, of admission of past bad deeds, of telling the whole truth. So I found them interesting, especially since they are written by native speakers. That's why I posted them here, in a thread where the consensus seems to be that this phrase is incorrect.
