From what I gather, the character Gareth was written to be from the West country. To some extent, it's just the program makers exploiting a steroetype for comic purposes.

The actor in the scene with him is Lucy Davis. She is originally from the West Midlands but I'm not sure how far you could spot this from the clip or from her natural voice, here
