Help with translation

Could any one please help me translate this passage, or rather the part indicated by capital letters:

"The problem is not eased by the fact that it is a very fortunate chairman who has any SIGNIFICANT HANDOVER from his predecessor".

What is a 'handover'?

In the Community Group that I attend, in a meeting to re-elect the Chairman, another Chairman was elected instead.

The person who thought he was going to be elected, was very upset. He stopped attending meetings fairly shortly afterwards.

As you can imagine, he did not give the new Chairman a great deal of help.
