Outage or blackout if you mean a power failure that covers a large area. You can also cut the power to an individual electrical item if you disconnect it from its power source, or interrupt a circuit. Which situation did you have in mind?

I always say:

The power has gone out.
or
The power's out.

and:

The power has come back on.
or
The power's back.

The power went out. The power's out. We lost power.

Power has been restored. Power {came | has come} back [on].

Pretty much what Arnie said.

Personally I would think twice about anwering a question like this?

Why tolerate this level of English?

What sort of Engliish is this?

Is this person incapable of writing complete words?

I appreciate that they may be texting while using a mobile phone. But should you be encouraging them by answering.

<<Why tolerate this level of English?

You'd better get used to this -- it's the latest trend in English spelling. For years, many folks here at antimoon have been clamoring for English spelling reform, so here it is. Be careful of what you ask for.

Why tolerate this level of English? Good question - don't!

What sort of Engliish is this? Does it have a name?

Is this person incapable of writing complete words? It seems they can write a select few, such as 'if'.
