Meaning of "break down"

I was wondering: what is the meaning of the "break down" in the following comic:

Does it mean "he is going to cry" or does it mean "he is going to stop his works and do the laundry"?

It means that he has been resisting or avoiding doing the laundry, but now that he is out of clean clothes, he will have to do the laundry whether he wants to or not.
