It's actually a take on "blow it out you ass" but that would not be permitted in the Sunday morning comics.

It's basically a very rude way to say "shut up" (which is pretty rude itself). It's always used in response to an insult, or, in this case, a sarcastic compliment.

It's not a very common expression (it might have been more common in the 1970s/80s), but you encounter it from time to time.
