I decided to improve my english, review my steps please.

So, I have decided to improve my English. Currently i am 19years old and am an intermediate at English.

I decided to begin tommorow the following way so please comment on the schedule i have made.

Step 1: learn the phonetic alphabet, both IPA and the ASCII one.

Step 2: Insert in supermemo definition-word ; word-definition ; sentences ; word(English)-word(Romanian) ; word(Romanian)-word(English).
Romanian beeing my native language.
--with phonetic transcription.

Step 3: Start reading books(please help me here with some info, I don't know what kind/type of book would be the best).

Step 4: Do writting/speaking practice.

I read the entire antimoon.com site but i haven't seen anything mentioned about: word(English)-word(Romanian) ; word(Romanian)-word(English) entering in supermemo. Shouldn't i use them at all?
