French Punctuation

I've noticed that some books in French use a space before a question mark and some do not. Why is this? Are both ways correct?

Al punctuation marks or symbols consisting of two parts or more ( : ; = " ? ! %) require a space after the preceeding word.

« C'est étrange ? Oui : ça rend les textes 10 % plus longs — je sais !»
