I exclude underdeveloped countries as they are not PC by definition. They have more emerging problems to deal with than political correctness, but among Western nations Israel has preserved a good a mount of nerve. Italy or Poland would come in second place.
I think the Chinese are probably the thoughest cookies out there, I just wished they invaded Spain sooner than later and made something out of the mess that is this country.
