Although both are technically right and would be understood by everyone, 'little girl' is the more common, at least in Standard British English.

"Little girl" often refers to age -- a female child.

"Small girl" often refers to size -- one that is actually shorter or slighter than average. But these are only generalizations, they are not "rules" Both are correct, and the meanings can also be interchangeable.
