"I can't seem to decide my major." It sounds okay to me, but is a little awkward, and makes the speaker sound unconfident in him/herself.
It may not be correct English--the proper way to say it would be "It seems that I can't decide my major." But it is a perfectly legitimate utterance in most conversational situations in America, I think.
For me, there is an "on" missing after decide. That's all.
I would say "I can't seem to decide on a major."
