The importance of stress and rhythm

The theory they promote is that if you want to be perfectly understood and want to sound like a native english speaker stress and rhythm are more important than pronouncing all words perfectly, and that even if you know how to pronounce all words flawlessly you won't be understood and will sound "foreign" anyway if your rhythm and stress is not perfect or english-like

What's your opinion and suggestion on how to apply this concept in learning english so well that you could be mistaken for a native speaker?
