"Rest assured" means "be satisfied knowing that ... (blah blah blah)". Literally it means "sleep easily, knowing that this is true." It's meant to reassure you (sorry to have to use such a similar word in the definition!).

"Rest assured that your father's doctors are some of the best in this field, and they will do everything medically possible to save his life."

To assure is to guarantee or vouchsafe, "sure" being the root word.
