For most North Americans, "car" and "cop" use the same vowel:
car - [kAr]
cop - [kAp]
In RP, however, they use different vowels:
car - [kA]
cop - [kQp]

Well, even for me they aren't a perfect match because the R distorts it a little.
Yes for me. I think I speak roughly GAE... no one has ever been able to place me (figure out where I'm from).
