I think it refers to phone lines that you call for phone sex. Usually these lines have expensive rates to call, in this case $9 per minute.

No, it isn't.
I don't think he understand what nine dollars a minute means. It means that for every minute he talks to her, he gets charged nine dollars. Say he's on the phone with her for three minutes, so at 9 dollars a minute and a total of three minutes, that's 27 dollars (9 x 3 = 27)
Nine dollars per minute. Nine dollars for every minute that she talks dirty to him.

The morals here relating to sexual conduct, imposed on men, do not apply as rigidly to women. That's the primary theme of the joke.
