what does that expression mean? please provide an example of how it could be used.
"Mixed Messages"
It means you can't figure out if the messages/body language/communication sent to you by someone is either positive or negative or it might be both positive and negative
An example would be parents who punish their children for drinking, but regularly have parties and get plastered.
When I was a child, one of my friends, who was very overweight, definitely received mixed messages from her mother, who would frequently berate her for being fat, yet pile her plate with food at dinner.

I just realized that the examples I provided above are not examples of what Frances said, but examples of situations when what you say and what you do contradict each other.
As for using the expression, you can simply say that someone is sending or giving someone mixed messages, or, when talking about the recipient, that he is getting or receiving mixed messages. "I'm getting mixed messages from you."

"I'm getting mixed msges from you! sometimes you ask me to turn on the TV, while other times you tell me that you don't like to watch TV"
did I get it right?
did I get it right?

No! You were right the 1st time! The mother in your first example was probably waiting for her daughter to take the initiative to ask for less food as a sign that she really wanted to take her mum's advice and lose weight, but each time the girl would ignore the mother and the mother simply gave up trying!
Am I right or am I right?
