The first adds some emphasis, it's often used to imply an acknowledgement that the speaker/writer was supposed to thank the other person.

Right, but the first one adds extra emphasis to that point. Or, more specifically, I think it adds emphasis to the idea that the speaker intended to do it, but for some reason didn't.
