The ethnologue reports are simply incorrect. They vastly underestimate French's numbers.

Statistics about people having French as second language are a big fake. They area lie to hide French pales compared to Spanish because this language has 400 million of native speakers and French only 70. Anyway, the strengh of a language relies on native speakers. Even latin nowadays is spoken by one million of people and it is dead as hell.

I don't think so. First of all, French is definitely the second most spoken second language in the world, behind English (and in this category, Spanish "pales" compared to French). Second of all, second language learners are important because it shows that people are learning it as another mode of communication when their first mode is insufficient.

The fact of the matter is that French is utlized in a much different way than Spanish is. It's almost ridiculous to try and compare the two. French is more comparable to the place held by English and Latin at different time periods. Spanish, is more comparable to Russian or Chinese in that it's focused in one large area and use almost exclusively by people in that area.
