Isn't backscatter just imaging using X-rays reflected from the target, rather than ones that are absorbed or passed through?

I don't know what backscatter means, but the above explanation seems plausible.
A "strip search" refers to when security guards or police "strip you down" -- that is, remove your clothing -- to see if you're hiding anything.
