"Is degree of English knowledge addicted to age?"

In that case, it still does not make any sense. To be addicted to something means to be dependent on it and to have a hard time stopping its use. So perhaps you intended another word apart from addicted?

I think he means "depend on" instead of "addicted to".

In that case, I think less so and more so on how much you've studied and what the quality of that study is.

He really wants to know how much English you can aquire with
respect to what age you start learning it.
the correct question is:

Is the degree of the aquired English knowledge dependent on the
age that you start learning English?

I think thats probably what you are asking.
I would agree with beneficci that it depends on who your teacher is.
It is probably best to have a native English speaker as a teacher.
The problem with that is that all natives are arrogant M...F...ING
SLAGS so
they will not easily help you.
Watch English programs a lot and REPEAT....A LOT.
