Is the verb "tip" used the same way as other verbs with 2 objects - e. g. "give":

I tipped the waiter 2 dollars. ~ I gave the waiter 2 dollars.
I tipped 2 dollars to the waiter. ~ I gave 2 dollars to the waiter

or I tipped 2 dollars the waiter??

"I tipped 2 dollars the waiter." is the worst, IMHO.

What about "I tipped 2 dollars for the waiter."?

That does not really work, either. You really have to use the dative construction "I tipped the waiter 2 dollars" here, and cannot replace such with the use of a preposition.
