It means: "I solemnly declare that I do not curse".
It doesn't sound funny to me but hey, I'm not a native, what do I know.

It is slightly funny (humourous), but no, it doesn't sound strange.

It only sounds funny if you stop to think about it. If said innocently in conversation one might not notice, only someone with a wry sense of humour would comment.
