what are the practical steps to speak english fluently

You are right you have to sorround yourself with everything that has to do with the target language. You don't have to be afraid of offending Spanish speakers, man... When someone notices that the other person is not a native speaker one tends to be friendlier and be more attentive, besides if you're being friendly then, no one will feel offended... unless they are unkind people of course.

Oh, I didn't remember that. I use them in different contexts, although I was not quite aware of it... I guess there may be some slight difference...

my suggestion for all my pals is
we can easily improve our vocabulary and u can succeed in speaking english in the way u wanted to
here are some tips:
read lots of novels and watch NEWS channel where u can find out the way a word is being used and u can know the context the word is being used
talk to yourself alot in english
first frame a sentence in ur mother tongue and then translate in english and it wud definitely do a world of goodness
talk to ur loved one in english no matter how bad u are
we cant improve on this overnight
once we open our mouth n start speaking irrespective of wat one feels about u,we can definitely achieve wat we aim
I'm not sure if this has been covered already because I didn't read everything posted here but I wonder if anyone else has the same problem as me.
I'm usually an articulate person; meaning I have a good vocabulary and general command of the English language, but I have trouble communicating. In my head, I know what I want to say, but it comes out grammatically incorrect. For example, someone made a joke and I wanted to say "That's a low blow" but it came out "That's a low one." Which doesn't make as much sense but people generally get what I'm trying to say. This bothers me from time to time because to me, it seems like my brain and my tongue doesn't connect. Is this common? And by the way, English is a second language and I had to learn it when I was 10. I've been using it for 8 years now and this still happens.
Any suggestions?

It seems you are in the same boat which once i used to be. i too used to feel shy when it came to speaking in English.
I want you to understand following things very clearly in order to become fluent in English.
First of all, Learing to speak fluently in english or any other langauge is time taking process, you need to be patient for this, but let me tell you, it not impossible to achieve fluency any other language which not your mother tonuge.
Read 5 spelling everyday.
Read conversional Novel, make sure you finish one novel per week,
Record your own voice when you read novel and listen to it on everyday basis.
Read at least two articles per day of newspaper.
All above excersice has to be done on regular basis.
Listen news or interview shown on TV for half an hour everyday.
The last and most important thing is enjoy yourselt immensely when doing all these.
If you put efforts, you should definitely get the sweet results.

I'm a native speaker and I was really amazed when one of my foreign friends told me he actually learned English out of watching movies without subtitles. I knew this was possible, but his English! I mean, it's almost perfect, flawless!! I guess movies are somehow useful in learning a language. Try it, it may help you!!
