what are the practical steps to speak english fluently

First of all, always capitalize "i". "i" is what you use on instant messenger *only*. Even on forums, where some grammatical, etc. rules a a little relaxed, "I" should always be used. Also never leave off the appostrophe--"Im" -> "I'm". Also don't use unusual abbreviations such as "gng" for "going". I have never seen this particular abbreviation before.
I'm teaching English at local schools here in Argentina, and you wouldn´t believe how advanced students write! They´re so used to sending SMS´s or chatting that they forget they´re at school....

Read whenever you can, watch movies without subtitles when possible and try to think in English. I often find my myself thinking everything in Spanish (my second language). Anyway that's what works for me. Different people learn in different ways.

This message board makes me feel a lot better about my inability to speak spanish. Even though I've studied the language for 3 semesters, I frequently mangle spanish words, often struggling with pronunciation and pace. But, miraculously, I am a relatively good "traductor," as I can read - and understand - spanish texts such as journals or newspapers. (Poems and adult literature, on the other hand, are still beyond my grasp.)
The key to learning english, or any foreign language, is to immerse oneself in the language and culture: never be afraid to make mistakes; never try to sound perfect. Unfortunately for me, I have always been afraid of offending Spanish speakers - hence I rarely speak the language. My apprehensiveness has negatively affected my ability to carry on a conversation in Spanish even though I've received A's in all my Spanish classes and can translate most Spanish material.
Lastly, even though I am an English speaker I still learn new words, phrases and forms of expression every day - words such as dissimulative, filch, and fulsome weren't part of my vocabulary until last year (I am 22 years old!). In fact, I am 100% sure that I would need a dictionary to understand James Joyce's "Ulysses" if I decide to read it.

What I do myself to be sure to make good progress in English is simple.
I choose a text I like, in English of course, and write it down in a document on my laptop, during, let us say, at least 60 minutes every day.
I have got my e-dictionnary open on my laptop too, and for every word where I am not quite sure, I check the exact pronunciation, an its different applications. Once I have got the right pronunciation, I repeat the word aloud at least tree times.
I repeat aloud every written full paragraph at least two times.
I do not need any grammar, because I discover it, or rediscover it, when writing down my text on my laptop. At the same time I discover new expressions, and much more.
Of course I watch movies in Englih, with subtitles in English, go to some forums I like (aviation, etc.) or listen to some radio stations.
I am a French native speaker, but I like English very much. It has become an inescapable language for those, like me , who have got more than one home on this planet Earth.
I am taking my time, but in due time, I will become perfectly bilingual. That's my goal. English is really a great language, rich and very nice to listen to, when nicely pronounced.

Myself and by myself
I am not a native speaker of English but I see there
is a great big difference between "myself" and "by myself".
1. If you say "I will do it myself", you mean you
will do it yourself as opposed to having it done
for you by someone else. Equivalent idea: "Please
don't do it for me"
2. If you say "I will do it by myself", you mean
that you will accomplish the action (do it) alone,
without help from anyone. Equivalente idea:
"I don't need any help to do it"
Verification:
1. In the former case, you might say, for
emphasis: "I myself will do it" (meaning "Please
do not interfere".) Passive voice: "It will be
done by me, myself"
2. In the latter case, you cannot say "I by myself
will do it" (it sounds strange, doesn't it?) But
it could be put in the passive voice: "It will be
done by myself". Not by anyone else.
Save better judgement.
